SYNOPSIS
A major industrial port, Baltimore was once renowned for its grandeur, wealth and relaxed lifestyle. But successive economic crises have taken their toll on its former lustre. Unemployment, once virtually non-existent, has soared. Blighted by drug trafficking, violence, racism and inequality, the city is now on the brink of chaos. With 65% of its population African-American and a quarter below the poverty line, Baltimore is gang territory, like that of King "Rah", a 21-year-old crack dealer. Baltimore has suffered from "white flight", the flight of white people from the city centre to the outlying suburbs, which have been transformed into ghettos for the rich, such as Lutherville, where Lauren Corrigan organises parties and social events attended by the city's wealthiest citizens. In the heart of the city, however, a few isolated cases manage to escape their condition, like Rikky Vaughn, a former homeless man who is now the owner of a chain of restaurants and a millionaire.
